Rwanda has unveiled new areas aimed at accelerating social and economic development. The Three key areas include the Citizen’s Charter, Performance Management and Executive Leadership Training designed to enhance accountability, transparency and service delivery in the Public Sector.

On Tuesday in parliament the prime minister was given six months to report to parliament government progress in addressing loopholes in accountability uncovered in government institutions.

This after the parliamentary public accounts committee resolved to compile a blacklist of government institutions that have failed to account for their activities.

The committee found that over 9 billion has been lost by government over the past three years through irregular tendering processes supported by government institutions and the lack of accountability.

 Prime Minister Pierre Damien Habumuremyi urged the public sector to embrace the reforms aimed at accelerating the social and economic progress already underway.

This follows the recent disclosure of a decline in poverty levels by 33 percent over the past 17 years in the country achieved from the phase of the eeconomic development and poverty reduction strategy (EDPRS)

The prime minister adds there is no room for complacency were the country is making positive strides in many development areas.

Public Service and Labour, Anastase Murekezi, emphasised the strong correlation between the adoption of these reforms and institutional performance.

"The facts speak for themselves: the more institutions embrace reforms like citizens' charters and Imihigo, the better they do.  Examples of this include the Directorate of Immigration and Emigration, Rwanda Development Board, Rwanda Environment Management Authority and the Rwanda National Police; in each case, these organisations have placed accountability and a client-centred approach at the heart of their operations." He said.
